Electronic filing has been mandatory since 1 August 2026 (Singapore Customs Circular 07/2026). There is no grace period and no paper route.

If your customer's letter of credit or buyer asks for a certificate of origin, establish which one before you file. Filing the wrong instrument means starting again.


When the card appears

On any shipment loading in Singapore. A certificate of origin certifies where goods came from, so a shipment that merely discharges in Singapore never needs one.

Expect to type most of this one

A certificate of origin is mostly not freight data. The shipment answers about one field in ten — vessel and voyage, discharge port, consignee, the goods — and everything else is certificate and registration detail that only exists in your chamber paperwork.

That is not a gap in the integration. It is what the document is.

Your registration, entered once per company

  • Exporter UEN — and it must be registered with the chamber and contracted to your agent UEN. This is the one hard refusal: if it is missing or unregistered, no certificate is created at all.

  • Agent UEN and login

  • Signatory ID — the business email of the Agent Signatory registered with your chamber

Per certificate

  • AO code — which chamber endorses it. Your company is registered with specific chambers, and the form offers only those.

  • CO type and CO form type

  • Print party

  • Consignee name, address and country

  • Departure basis — on-or-about, ETD, or transhipment — and the matching dates

  • Vessel or flight number

  • Discharge port, direct or via transhipment

  • Country of destination and country of origin

  • Number of copies

  • Goods description for each item — up to 50 items

The signatory step

An eCO is not filed and forgotten. It is signed by a person your chamber has registered, and that signing happens in CrimsonLogic's own portal — not here.

You choose what should happen on submit:

Draft

The certificate is created and left as a draft. Nothing goes to the chamber. This is the default.

Submit to signatory

Your registered Agent Signatory is asked to sign it, in the eCO portal.

Submit to AO

It goes straight to the chamber.

The default is Draft on purpose: nothing reaches a chamber unless you explicitly choose it.

While a certificate is waiting on a signatory, the record here says so — that is the cue to go and sign it in the portal.

A query is the one to watch for. The chamber is asking you something, the certificate is not rejected, and the question text appears on the record.

The record shows the chamber's own words rather than a status we invent, and it stays locked while the certificate is with them — a chamber decision can take days to weeks.


Amending and cancelling

  • Amend only while the certificate is still a draft. Once it has gone to a signatory or a chamber, it cannot be updated — cancel and file again.

  • An amendment replaces the item list wholesale rather than merging into it. Re-check your items after amending.

  • Cancel only within one month of the chamber approving it.
